Definitely the speedboat's fault...Coast Guard vessel had the right of way. The guy in the other boat obviously was NOT paying to attention to the "road"!!
Now as soon as the moron in the speed boat said that, "The first time I knew that a boat was there was when it hit my boat in the back end", They should have banned him from the water for life! CLEARLY, he was not paying attention. Moving like a bat out of hell in a speed boat and you don't know what's around you??? Ban this guy from the water, and if he owns a motorcylce, take that away too!
