I think he started joking, then actually started to choke. He says he was just joking around then started.... but doesn't complete the sentence. If you watch it again, you'll see it started as a joke but he stopped. Then he gets a look of panic on his face. He made a fool of himself lol. I don't think he was crying wolf.
